Do I need to rewire my house?

What you need is to arrange for an EICR (Periodic Inspection condition Report) to be done by an electrician. This will give you a report of the condition of your current installation with list of items which all are either code C1 or C2 or C3

C1) Danger present, Risk of injury. Immediate action required.
C2) potentially dangerous, Urgent action required.
C3) improvement recommended

A condition report could take from 2 hours to half a day (on-site, plus write-up time) depending on the size of your property and could cost from £100-250. Anything shown as code C1 (see above) on your condition report must be dealt with straight away. And anything shown as code C2 should dealt with as soon as possible.

Be aware that no-one can force you to upgrade an existing SAFE installation to meet the current regs – they are not applied retrospectively. If what you already have met the rules in force when installed, and is still safe, then that’s fine. However, any remedial or new works must meet the current regs and this might well mean changing the fuse board for one with RCD protection, where this is the only way for all circuits to meet the 17th Edition wiring regs (BS7671:2008).
If you really do still have rubber covered cables in your installation then I would almost certainly suggest (albeit without a site inspection) that you will be needing a re-wire. The old rubber cables have several disadvantages, not least that they go brittle and crack over time – rendering their insulation properties void, but also that rodents love them!!
